App-V GPO firewall issues

We administer the local firewall on our Windows 7 x86 machines through GPO

In most cases this works fine, but we have some App-V's on which the firewall rules in GPO do not apply.

 

For example:

We have an App-V called "Cisco Desktop Supervisor". This application gave a Windows Firewall pop-up to allow access to "Q:\cisco supervisor desktop\desktop\bin\agent.exe"

So we made a rule in GPO (Computer configuration\Windows settings\security settings\windows Firewall with Advanced Security\Inbound Rules) to allow the above path for all profiles (Domain, Private and Public)

 

After the policy is applied to the machine the entry shows up in the registry:

(HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\FirewallRules)

"{E8CF121C-187F-4FA5-8998-3100525445A0}"="v2.10|Action=Allow|Active=TRUE|Dir=In|App=Q:\\cisco supervisor desktop\\desktop\\bin\\agent.exe|Name=Cisco Supervisor Desktop|Desc=Cisco Supervisor Desktop|"

 

This rule doesn't work.

 

When we manual allow this application it shows up in a different registry location:

 

(HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\SharedAccess\Parameters\FirewallPolicy\FirewallRules)

So how come? How can we set de GPO to allow this application?

We don't see this behavior on legacy applications. And also not on all App-V's.
